citizen access The purpose of freedom of information and sunshine laws is to increase the transparency of government. In an effort to provide Roselle residents with more information about the operations of their local government, below is a listing of frequently requested documents.

General Village Information
Agendas & Minutes - The current Village Board and Committee of the Whole Agenda Packets, along with past Agendas and Minutes can be found on the Agendas & Minutes Page. Each packet includes summaries of each agenda item to help residents become more informed about issues being discussed by the Village Board.

Village Board and Committee of the Whole Meetings are typically held the second and fourth Monday of each month starting at 7:00 pm. A full listing of all upcoming Village Board meetings can be found on the Meeting Schedule Page.

Elected Officials - Elected officials' names and contact information can be found on the Village Board page and the Village Clerk page.

Open Meetings Laws - The Village of Roselle must abide by the provisions of the Illinois Open Meetings Act. In accordance with the Act, Village Board and subsidiary board, commission and committee meetings are open to the public and notice of the meetings is provided in advance of each meeting. Notice of upcoming meetings are posted at Village Hall and on the Agendas and Minutes page of the Village web site. Agendas for Village Board and Committee of the Whole meetings are sent to interested parties through the Village's E-News service.

Lobbying - The Mayor, Board of Trustees, and staff monitor legislation at the local, state and federal levels to stay current on issues that may affect the Village. The Mayor is the official spokesperson for the Village in all political and legislative affairs and when dealing with other elected officials. The Village of Roselle is a dues paying member of numerous associations that conduct legislative advocacy initatives at the state and/or federal levels. These associations include the Illinois Municipal League, the DuPage Mayor's and Manager's Conference, and the Metropolitan Mayor's Caucus.

Financial Information
Annual Treasurer's Reports - Every year, the Village publishes the Annual Treasurer's Report in a local newspaper. The Report details the amount paid to all individual vendors whom the Village paid more then $25,000 during the year and a includes a listing of employee salaries grouped into categories.

Audits - The VIllage of Roselle displays audited financial statements, known as the Comprehensive Annual Financial Report, on the Finance Department's page. Questions regarding Village finances may be addressed to the Finance Director at (630) 980-2000.

Budget - The Village of Roselle displays the most current fiscal year and previous year budgets on the Village Administrator's page. The Village's budget fiscal coincides with the calender year, and runs from January to December. The new budget is posted in the spring each year.

Internal Organizational Studies
Village Hall Resource Optimization Study - Village of Roselle hired Sikich LLP in 2011 to complete a Resource Optimization Study of Village Hall departments - Administration, Community Development and Finance. By engaging in such an evaluation, the Village sought to carefully examine its operations and historical practices - learning what is critical to sustain core services and meet constituent needs with available resources.

Fire Department Operations and Service Evaluation - McGrath Consulting Group Inc. was commissioned by the Village of Roselle in 2012 to perform an independent assessment of the Roselle Fire Department. The purpose of this comprehensive study is to evaluate the fire and EMS service delivery needs of the Roselle community.

Pay and Classification Study - Voorhees Associates, LLC was retained by the Village of Roselle in 2012 to complete a comprehensive compensation and job classification study of non-union positions which resulted in the development of a formal compensation strategy that is fair, competitive, and fiscally responsible.

Public Works Operations and Service Evaluation - HR Green was retained by the Village of Roselle in 2013 to conduct a comprehensive analysis of its Public Works Department and Inspectional Services operations to provide recommendations that should help the Village improve the efficiency and effectiveness of these operations.

Economic Development
Roselle Retail Recruitment and Development Strategy
- As part of a larger strategic planning effort in 2012, the Roselle Village Board identified economic development as one of its five strategic objectives. In spring 2012, the Village Board hired Mike Mallon of Mallon and Associates, Inc. to complete a retail recruitment and land development strategy study.

Mallon presented a final report (PDF) from this study to the Village Board on July 9, 2012. This report will be used as a tool for establishing priorities related to future economic development efforts.

Employment Information
Authorized Staffing Levels

Employee Salary Information - Salary and benefits paid to employees by department:
In accordance with Illinois Public Act 097-0609, the Village is posting information pertaining to the total compensation and annual leave allotment for all Village employees included in the annual budget.

Labor Agreements - The Village currently has collective bargaining agreements with four different groups of employees: the full-time firefighters are represented by the Roselle Professional Firefighter's Association Local 4051, IAFF, the full-time patrol officers are represented by the Metropolitan Alliance of Police, Roselle Chapter #258, the Village's Public Works employees are represented by the International Union of Operating Engineers, Local 150, and part-time firefighters are represented by SEIU, Local 73.
