1. How do I register to vote?

Voter Registration can be done at the Village Hall. Two forms of identification are required - one must have your current address. Residents may register to vote or apply for a change of address. The Village Hall is located at 31 S. Prospect Street in Roselle.

2. How do I make a request for public information?

Residents and businesses wishing to review Village documents can file a Request for Public Information Form with the Village Clerk. All requests for information are processed in accordance with the requirements of the Illinois Freedom of Information Act. FOIA Form

3. How do I sign up for automated water billing?

The Village of Roselle offers an automatic water billing payment plan. The auto-debit program is a convenience to water/sewer customers. Participants of this program have the amount due on their water bill automatically debited from their bank account on the sixth of each month. This eliminates the need for writing checks and the cost of postage, as well as the possibility of an inadvertent late payment and penalty charges. 4. How do I find my State Representative or Senator?

5. How do I open/close my water/sewer account?

Village of Roselle water and sewer bills are due on the 6th day of every month. Delinquent account balances are subject to a 1.5% penalty and a $5.00 per month administrative fee. Payments are accepted at the Village Hall during normal business hours and through our 24-hour payment drop box located in front of the Village Hall. The Village also offers a direct debit program to conveniently pay utility bills directly from your bank account.

If you are planning to move, don't forget to call the Village of Roselle Water Department at (630) 671-2370 to start or stop your water service. Arrangements can be made for a final bill. Please have the following information when you call: your name, new address, telephone number, most recent meter read, and the name of the new resident (if available).

6. How do I start my garbage/recycling/yard waste account?

Garbage collection is handled by Republic Services. Please call (847) 981-0091 to start service. Garbage is collected on Tuesdays in the western portion of the Village and on Wednesdays on the east side of the Village each week and should be placed at the curb no sooner than 6:00 p.m. the evening before pickup. Refuse and recycling carts must be removed from the curb on the day of pick up.

Garbage pickup will be delayed by one day for the following holidays: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

Yard Waste materials are banned from landfills in Illinois. The Village of Roselle has contracted with Republic Services for the collection of this waste. Residents must purchase special yard waste bags and stickers. Please call (630) 980-2000 for more information. Leaf burning is prohibited.

7. How do I get a garbage or recycling cart?

It is important to contact Republic Services by calling (847) 981-0091 to be provided a garbage and recycling cart. The use of these carts is essential, as Republic Services utilizes a fully-automated program. The carts come in three sizes (95, 65 and 35 gallons) - you may also call Republic Services with cart size change requests.

8. Do I need to purchase a vehicle sticker?

Every owner or operator of a motor vehicle (cars, trucks, motorcycles, and trailers) who resides within the Village or whose motor vehicle is based within the Village must obtain a Roselle vehicle sticker. New residents must purchase a sticker within 30 days of moving into the Village.

The Village of Roselle is proud to offer an enhanced vehicle sticker program to our residents. Residents will receive a renewal application with previous sticker information pre-painted on the form. All changes are to be made directly on the form and returned in the new reply envelope enclosed in the mailing. This added feature will enable busy residents with the opportunity to comply with the village vehicle sticker requirements by mail or by the drop box located in front of Village Hall. Applications are available at the Village Hall for additional vehicles and for new residents. Call (630) 980-2000 for more information. Applications will be mailed the 3rd week of April.

9. How do I get a building permit?

Building permits are required for the following home improvements: decks, fences, pools, patios, roofing, fireplace installation, water softeners, driveways, and central air conditioning. 10. How do I get a new sidewalk?

50/50 sidewalk replacement program is offered by the Village of Roselle, whereby the homeowner and the Village split the cost of sidewalk removal and replacement 50/50. For more information, please contact the Public Works Department at (630) 980-2020.

11. How do I apply for a swimming pool credit?

In the Village of Roselle, residents need to submit an application to be considered for a swimming pool credit. Applications must be picked up in person at the Village Hall, 31 S. Prospect St. Once a year, property owner (s) may elect to fill a swimming pool by paying the usual charge for water used and receive a credit for sewer charges. A permit obtained from the building department must be on file and the proper inspection must have been completed in order to be considered for a credit. 12. When can I water my lawn?

Watering your lawn by automatic sprinklers or soaker hoses is prohibited from May 15 to September 15, except between hours of 5:00-9:00 a.m. and 6:00-10:00 p.m. Odd-numbered addresses may sprinkle on odd-numbered days, and even-numbered houses may sprinkle on even-numbered days. Automated sprinkling systems controlled by a time shall only be permitted to operate between the hours of midnight and 6:00 a.m. Hand sprinkling is permitted at any time except in low water pressure emergencies. From September 15 to May 15, sprinkling is permitted at any time.

13. Are there overnight street parking restrictions?

Parking is prohibited on the street from 2:00-5:00 a.m. If a problem or emergency exists or you have too many guests, call before 2:00 a.m. to request overnight parking permission. Please call the Police at (630) 671-4008. NO PARKING left wheel to curb, except on one way streets.

Campers, boats, or trailers up to 29 feet long, 8 feet wide, or 10 feet high may be parked on driveways for up to 48 hours for loading/unloading. Otherwise, such vehicles must be parked to the rear of the building setback or in a garage.

14. How do I get a streetlight fixed?

If you have a streetlight near your home and you notice it is not operating properly, please report it. The Public Works Department can be reached at 671-2360. You may leave a voice mail message giving the exact location of the streetlight. Concrete and aluminum poles belong to the Village of Roselle. Wooden poles are ComEd lights and we will report those outages to ComEd. If you wish to report them directly to ComEd, the number to call is 1-800-334-7661, then touch "0" for operator. Repairs to Village owned lights are batched and typically scheduled biweekly.

15. When can I have a garage sale?

Residents of Roselle may have two garage sales a year, not more than three consecutive days each. The Village also has regulations governing the size and placement of garage sale signs in order to protect the appearance and character of the Village. The guidelines are:
1. Garage sale signs may be placed at the curb in residential areas.
2. No sign may obstruct or interfere with traffic lanes or traffic control signals or signs.
3. Signs may not exceed six square feet.
4. Garage sale signs must be removed at the conclusion of the event.
5. Easements, covenants or other private agreements stipulating more restrictive requirements shall be honored.

16. Should I contact the Village if we're having a block party?

If you are planning a block party, please stop by the Village Hall to complete a block party form or download the form from our web site using the link below. It is important to notify the Village of a block party so that the Fire and Police Departments are aware of the streets that will be closed. For your safety and convenience, barricades are available free of charge from the Public Works Department.

17. When are the streets snow plowed?

Anti-icing of the roadways begins before a snowfall, with the application of brine. Once the snow starts falling, Public Works typically begins plowing operations after two to three inches of snow has fallen, or sooner if road condition reports indicate the need. Primary streets are plowed first, followed by secondary streets and then cul-de-sacs.

Plowing may be suspended between 8:00 p.m. and 4:00 a.m., depending on the severity of the snow event. Public Works crews aim to have all streets and cul-de-sacs cleared within a day after the snow stops falling.

Please keep in mind that the shoveling, dumping, plowing and blowing of snow onto streets and public sidewalks is a violation of local ordinances. Shoveling snow with the direction of traffic will help reduce the amount of snow plowed back onto driveway aprons.

19. How do I get rid of unwanted firearms?

The Roselle Police Department will accept unwanted firearms for destruction. You can use this service in two ways. If the Firearm is unloaded and cased, you can bring it to the Police Department. If you do not have a proper carrying case for the weapon or if you have any concerns about its' safety, or whether it is loaded, call the non-emergency number (630) 671-4008 for assistance. The Police Department will arrange for a Police Officer to pick-up the Firearm at your residence. If you locate suspicious munitions, i.e. war/military souvenirs, call 911. Do not touch or transport the items. If you have any concerns or questions please call the Police Department and request to speak to the Watch Commander.
