The Village Administrator's Office is responsible for the annual preparation and administration of the budget. The proposed annual budget is typically discussed in Village Board meetings in November and adopted by the Board in December for the coming year. All of these meetings are open to the public.
The Village of Roselle Board of Trustees adopted a $23 million general operating budget for 2024 at their December 4, 2023 meeting that provides necessary funding to maintain service levels delivered to residents and businesses while investing in the Village Board’s strategic goals and preparing for an increase in mandated and critical infrastructure improvements over the next several years. As such, the 2024 budget includes increases in property taxes, water, sewer, and capital improvement surcharge (CIS) rates, and increases in commuter parking lot daily fees.
The Government Finance Officers Association (GFOA) awarded the Village of Roselle the Distinguished Budget Presentation Award for the FY 2021 Budget. This was the 8th time the Village received this prestigious award.
February 26, 2024 Public Hearing: IEPA Low Interest Loan Financing
The Village of Roselle has submitted project plans to the Illinois Environmental Protection Agency to pursue low interest loan financing from the Water Pollution Control Loan Program. The purpose of the projects is to safeguard public health by constructing wastewater system improvements. The Botterman STP Biological Phosphorus Removal Project will include improvements to the headworks, clarifiers and biological phosphorus removal. The Devlin WWTF Biological Phosphorus Removal and Expansion Project will include grit system rehabilitation, biological nutrient removal modification and expansion, clarifier replacement and disinfection system replacement. Section 365.330 of the Illinois Procedures for Issuing Loans from the Water Pollution Control Revolving Loan Program requires that the IEPA conduct an assessment of the environmental impacts of the proposed wastewater projects to be funded with loans. This review was carried out in conjunction with the Agency's review of the Village's project plans. The IEPA has determined the projects to be technically sound and cost-effective.
A public hearing will be held for the purpose of receiving comments on the Project Summary and Preliminary Environmental Impacts Determination for both projects on February 26, 2024 at 7:00 PM. Written comments on the Project Summaries and Preliminary Environmental Impacts Determinations may be submitted at any time up to and including March 7, 2024. Prior to final approval of the plans, the public's comments are sought regarding environmental impacts of the proposed projects. Unless new information gained from the public causes a reconsideration, the Agency will approve the plans for each project at the close of the public comment period.
